RULES FOR CONDUCT

Off-Ice Officials

Each team competing in a given game shall provide a penalty box attendant for their team's penalty box. In the event that parents are running the game clock, then the penalty box attendants are not required unless penalty boxes cannot be accessed from the score clock area.

Article 1

General Rules

MA/USAH requires that our tournament be registered and that all participating teams, players and coaches be USA Hockey/Canadian Amateur Hockey Assoc/IIHF registered.

  • BOYS 18U – 3 x 15 min stop time periods*
  • BOYS 16U – 3 x 15 min stop time periods*

USA Hockey rules and penalties shall apply to all games. Penalties shall be 1:30 Minor Penalties, 4:00 Major Penalties, and 8:00 Misconducts. *It is the responsibility of each coach to read the score sheet after each game and to ensure that suspended players are advised of their suspension and not permitted to play in the next game.

If a 5 goal or greater spread exists at the start of the 3rd period, or at any time during the 3rd period - running time will commence for the balance of the game.

For ALL games; home team listed shall wear its white/light colored jersey and the visiting team listed shall wear its colored/dark jerseys. Teams are asked to be at the rink at least 45 minutes prior to their scheduled game time. In the event the previous game finishes early, teams playing the next game will be expected to take the ice as soon as re-surfacing is completed and/or referees are available. In no event, however, shall a game begin more than 15 minutes prior to its scheduled start time. If the on-ice and off-ice officials are ready, the game MUST START.

Neck guards are only required and mandatory if your US state/affiliate requires them. All players, including goalkeepers in the U12 (11, 10) through Midget (U16 & U19) age classifications are required to wear a colored (non-clear) internal mouthpiece that covers all the remaining teeth of one jaw, customarily the upper. For the first violation of this rule, the team shall be issued a warning. A misconduct penalty shall be assessed to any player or goalkeeper of that team for a subsequent violation during that game.

All games for all age divisions there shall be assigned by at least two referees. For Bantam Major, Midget, Girls 16U and Girls 19U, a three-ref system MAY be used WHEN APPLICABLE. Only USAH officials will be used for the tournament.

This past fall our Tournament Events had many incidents of verbal taunts and insults based on discriminatory grounds.  200x85 is committed to ensure greater safety and inclusiveness in hockey by identifying and addressing these issues with any player, coach or parent. ANY alleged discrimination complaint will have a mandated written report and will be addressed immediately with team officials and turned over to the Affiliate President, Chair of Rules & Ethics, and Chair of Suspensions.

In the event that scorekeepers are not available at the start of the game we ask a parent from each team to step in and run the clock & scoresheet for the game. Ask the rink director prior to your game and they will know whether or not a scorekeeper has been assigned. Each team competing in a given game shall provide a penalty box attendant for their team’s penalty box. In the event that parents are running the game clock then penalty box attendants are not required unless penalty boxes cannot be accessed from the score clock area.

It is the responsibility of each team to provide scoresheet labels for your team roster prior to each game and to make appropriate changes/notations to the scoresheet. It is also your responsibility to pick up your copy of the scoresheet after EVERY GAME from the rink director’s table.

There will be NO Timeouts for Round-Robin and Consolation Games. In all Quarterfinal, Semifinal and Championship Games Only ~ each team will be allowed a single one (1) minute timeout.

Handshakes shall take place immediately after each game.

Article 2

DIVISION FORMATS, TIEBREAKERS & OVERTIME

In the round-robin portion of the tournament two points will be awarded for a win, one point for a tie, and zero points for a loss. There will be no overtime.

16U SUPERTACKS

  • The division will comprise two pools of four teams each. Each team will play the other three teams in their pool for three (3) pool play games. At the conclusion of pool play, teams will be seeded 1-4 within their pool, and all teams will advance to the quarterfinal games. Winners will advance to the semifinals and finals on Monday.

16U JETSPEED

  • The division will comprise one pool of 10 teams. Each team will play three other teams for three (3) pool play games. At the conclusion of pool play, ALL teams will be seeded together 1-10. The bottom two seeds 9-10 will play a fourth and final consolation game. The top 8 seeds will advance to the quarterfinals, with the winners advancing to the Monday semi-finals and final.

2009 SUPERTACKS

  • The division will comprise one pool of 10 teams. Each team will play three other teams for three (3) pool play games. At the conclusion of pool play, ALL teams will be seeded together 1-10. The bottom two seeds 9-10 will play a fourth and final consolation game. The top 8 seeds will advance to the quarterfinals, with the winners advancing to the Monday semi-finals and final.

2009 JETSPEED

  • The division will comprise two pools of four teams each. Each team will play the other three teams in their pool for three (3) pool play games. 2010 SUPERTACKS

  • The division will comprise four pools of four teams each. Each team will play the other three teams in their pool for three (3) pool play games. At the conclusion of pool play, teams will be seeded 1-4 within their pool. The bottom two seeds in each pool 3-4 will play a fourth a final consolation game against a like finisher from another pool. The top two seeds 1-2 from each pool will advance to the quarterfinal games, with the winners advancing to the semifinals and final on Monday.

2010 JETSPEED

  • The division will comprise two pools of six teams each. Three teams in each pool will cross over to play the other three teams in their pool for three (3) pool play games. At the conclusion of pool play, teams will be seeded 1-6 within their pool. The bottom two seeds 5-6 will play a fourth and final consolation game against a like finisher from the other pool. The top four seeds 1-4 will advance to the quarterfinal games, with the winners advancing to the semifinals and final on Monday.

2011 SUPERTACKS

  • The division will comprise one pool of 20 teams. Each team will play three other teams for three (3) pool play games. At the conclusion of pool play, ALL teams will be seeded 1-20. The bottom 12 seeds 9-20 will be seeded against a like finisher for a fourth and final consolation game. The top 8 seeds will advance to the quarterfinals, with the winners advancing to the semifinals and final on Monday.

2011 JETSPEED

  • The division will comprise one pool of 14 teams. Each team will play three other teams for three (3) pool play games. At the conclusion of pool play, ALL teams will be seeded together 1-14. The bottom 6 seeds 9-14 will play a fourth and final consolation game against a like finisher. The top 8 seeds will advance to the quarterfinals, with the winners advancing to the Monday semi-finals and final.

2012 SUPERTACKS

  • The division will comprise two pools of four teams each. Each team will play the other three teams in their pool for three (3) pool play games. 2014 SUPERTACKS

  • The division will comprise two pools of four teams each. Each team will play the other three teams in their pool for three (3) pool play games. At the conclusion of pool play, teams will be seeded 1-4 within their pool. The bottom 2 seeds 3-4 will play a fourth and final consolation game against a like finisher from the other pool. Seeds 1-2 will advance to the semi finals. Semifinal losing teams will play a fifth consolation game on Monday; semifinal winning teams will advance to the final on Monday.

2014 JETSPEED

  • The division will comprise one pool of 10 teams. Each team will play three other teams for three (3) pool play games. At the conclusion of pool play, ALL teams will be seeded together 1-10. The bottom two seeds 9-10 will play a fourth and final consolation game. The top 8 seeds will advance to the quarterfinals, with the winners advancing to the Monday semi-finals and final.

TIEBREAKER A - If two (2) teams are tied, seeding shall be determined in the following order:

  1. Head-to-Head Competition;
  2. Most Wins during round robin play;
  3. Goal Differential is calculated by subtracting a team’s goals against from its goals for. The team with the higher number advances. For purposes of calculating a team’s Goal Differential, the maximum goal differential a team can take for any one game is six (6) goals;
  4. Scoring Quotient; calculated by dividing a team's goals for by the sum of its goals for plus goals against. For purposes of calculating the scoring quotient, the maximum goal differential a team can take for any one game is six (6) goals, arrived at by reducing goals for and counting all goals against;

Example: Team A: 15 GF 7 GA Quotient is 15/22= .681

                 Team B: 14 GF 6 GA Quotient is 14/20= .700

                 Team B advances.

  1. Fewest Goals Against
  2. Fewest Penalty Minutes; All minutes assessed count toward the total. For example, a Bantam player misconduct is 8 minutes, and a Game Misconduct is 39-42-45 minutes.
  3. Coin Flip; performed by the rink director, tournament director, or other tournament staff.

TIEBREAKER B - If three (3) or more teams are tied, and ALL teams played each other in the round robin, seeding shall be determined in the following order. If at any point, a tiebreaker establishes a position for one or more teams, each team is placed in its applicable position. If two teams remain tied after this is done, these two tied teams shall be seeded by starting the process for two (2) tied teams (Tiebreaker A) above.

 

  1. Points Earned in the Games against the other Tied Teams
  2. Goal Differential in the Games against the other Tied Teams
  3. Scoring Quotient in the Games against the other Tied Teams
  4. Goal Differential in ALL round robin Games
  5. Scoring Quotient in ALL round robin Games
  6. Fewest Goals Against
  7. Fewest Penalty Minutes

TIEBREAKER C - If three (3) or more teams are tied, and ALL teams did NOT play each other, seeding shall be determined in the following order. If at any point, a tiebreaker establishes a position for one or more teams, each team is placed in its applicable position. For Example; if five (5) teams are tied, and two teams have 2 wins, while three teams have 1 win; the two teams with 2 wins will have the top two seeds. The remaining three teams will continue with the tiebreaker for the third, fourth and fifth seed position.

  1. Most Wins
  2. Goal Differential in ALL round robin Games
  3. Scoring Quotient in ALL round robin Games
  4. Fewest Goals Against
  5. Fewest Penalty Minutes; All minutes assessed count toward the total. For example, a Bantam player misconduct is 8 minutes, and a Game Misconduct is 39-42-45 minutes.

***TIEBREAKER DISCLAIMER*** - If at any point of any tiebreaker, one of the tied teams has beaten ALL other tied teams, that team will be seeded first in said tiebreaker.



No Tie Games in Quarterfinals, Semifinals, and Championship Games.  A winning team and a losing team must emerge from these games.  If at the end of regulation time in a sweet sixteen, quarter, semi, or championship game the score is tied, the teams will play;

  1. A five (5) minute sudden death 4-on-4 overtime period. If a team ended the game before the first overtime with a 5-on-4 advantage the advantage will continue as 4-on-3.  If there is still no winner at the end of the first overtime period teams do not change ends and a;
  2. A five (5) minute sudden death 3-on-3 overtime period.  If penalties occur during the 3-on-3 play, the team with the man advantage shall begin the power play as a four-on-three.  At the expiration of the penalty, the teams shall play four-on four.  At the first stoppage after the power play ends, the play will resume as 3-on-3. If multiple penalties occur to the same team, penalties will be stacked once a team is down to three skaters.  If coincidental penalties occur, both teams will remain with three skaters.  If the score still remains tied;
  3. Each team will pick five (5) players to take part in a shootout.  The visiting team will shoot first.  If no clear winner emerges after the first shootout;
  4. Each team will pick one (1) player to take part in a sudden death shootout.  The teams will continue in a “sudden death” shootout, until the game is decided.  * Teams must select a different player for each phase of the shootouts.

Article 3

SUSPENSIONS, PROTESTS + EXPULSIONS

A game, including its outcome, may not be protested based on the judgments or “calls” made by an on-ice official. A game, including its outcome, may be protested based on the opponent’s use of an ineligible player, or on a gross violation of rules or of protocol that clearly has an impact on the game and that injures to the detriment of youth hockey. PROTESTS MAY ONLY BE RECEIVED FROM THE TEAM’S HEAD COACH, MANAGER OR CLUB DIRECTOR.

Any player who receives a major penalty for fighting, or a game misconduct of any kind, in a game, shall automatically be suspended from the balance of that game and his next game. USA Hockey Official Playing Rules shall govern the assessment of penalties. At the conclusion of each game, the coach of each team shall be responsible for reviewing the score sheet (front and back) to determine whether any player or team official has been suspended or disqualified from participating in any future game.

Coaches, parents and other team or association personnel may be suspended or expelled from participation in the event, including all games and removal from the rink premises, for conduct deemed by the Tournament Director to be detrimental to the best interests of youth hockey. Such conduct shall include, but not be limited to, the following:

  1. fighting or inciting others to fight;
  2. obscene language, conduct or behavior;
  3. language, conduct or behavior intended to intimidate others;
  4. refusal and/or failure to immediately heed a directive from a referee, from authorized rink personnel, or from the Tournament Director.

Article 4

ROSTERS, TEAM PLACEMENT + CREDENTIALS

All teams will produce verification that the team is registered with USA Hockey, C.H.A or their respective European Ice Hockey Federation. All USA Hockey registered teams must provide a certified USA Hockey Official Team Roster, authorized by your District Registrar. Only certified team rosters signed off /authorized by an authorized official from the team's respective affiliate/ federation will be accepted. Teams must provide a travel permit only if their state affiliate requires one for their teams to play outside of their state. Non-US teams must provide an inbound Application for International Competition that has been approved by USA Hockey.

No player is allowed to participate on more than one team in his/her respective age division, regardless of the Tier. 

A player MAY play on two rosters in different age classifications (i.e. 16U & 19U) - This player MUST be included on the certified, approved USA Hockey or Hockey Canada roster to participate with that team. 

Any team using an ineligible player (s) shall forfeit any and all games in which the individual player (s) has participated and the player (s) will be suspended for the remainder of the tournament.

The tournament division designations are NOT exclusive to teams officially rostered in those categories. The tournament divisions will be split, and teams will be placed according to their competitive level, based on prior schedules, results, ratings, rankings, previous history, and anything else to determine their level. For example, Tier 1 tournament divisions MAY include Tier 2 teams, and Tier 2 tournament divisions MAY include Tier 1 teams.

The tournament directors are aware that not all hockey markets and regions are the same. Some organizations are still categorized with AA and A designations with combined birth year teams. For teams interested in attending that do not follow the pure-birth-year breakdowns, please contact the tournament director for your best placement in the event. Our goal is to provide the most competitively appropriate event for all teams and tournament divisions.

If competitively appropriate, a small number of major birth year players MAY be allowed to participate in minor birth year tournament divisions. These players must be a part of the team’s certified, full season roster.
